Removes the provision in Mississippi Code Section 33-13-31 that allowed soldiers to demand trial by court martial before receiving commanding officer's disciplinary punishment for minor offenses.

Maintains existing disciplinary punishments for minor offenses, including restriction, arrest in quarters, fines, reduction in grade, extra duties, correctional custody, and detention of pay.

Preserves the right to appeal punishments considered unjust or disproportionate to a superior authority, with judge advocate review required for more serious punishments.

Clarifies that disciplinary punishment under this section does not bar trial by court-martial for serious crimes arising from the same act or omission.

Effective date is July 1, 2011.
