Removes an incorrect reference to marine waters from Section 49-7-9 regarding freshwater fishing licenses, clarifying that the freshwater "Free Fishing Weekend" provision does not apply to marine waters.

Amends Section 49-15-313 to codify the free fishing weekend and day exemptions from saltwater sports fishing license requirements.
