Reconstitutes the Mississippi Building Codes Council with 11 members (reduced from previous composition), with all existing member terms expiring July 1, 2011

Revises council membership to include representatives from architects, general contractors, manufactured housing, home builders (2 seats), engineering companies, municipal league, county supervisors, and the State Fire Marshal as ex officio non-voting member

Prohibits the council from enacting any ordinance, bylaw, order, building code, or rule requiring installation of fire protection sprinkler systems in new or existing one- or two-family dwellings

Preserves authority of county boards of supervisors and municipal governing authorities to adopt codes requiring fire sprinkler installation in any structure

Requires the reconstituted council to hold its first meeting before October 1, 2011, with four members constituting a quorum and official decisions requiring two-thirds vote of attending members
