Increases the fee on nonsettling manufacturer cigarettes from the previous rate to 2.25 cents per cigarette

Requires the fee to automatically increase on January 1 of each year by either 3% or the annual Consumer Price Index increase for all Urban Consumers, whichever is greater

Revenue collected from this fee is deposited into the State General Fund

Effective date of July 1, 2011
