Increases the fee on nonsettling manufacturer cigarettes to 2.25 cents per cigarette

Requires annual fee increases on January 1 of each year by either 3% or the Consumer Price Index increase for Urban Consumers, whichever is greater

Directs all revenue collected from this fee to be deposited into the State General Fund

Effective date of July 1, 2011
