Creates the Mississippi Civil Rights Trail Fund in the State Treasury to pay for purchasing and erecting markers at sites significant to the state's civil rights history and for establishing and maintaining a civil rights trail.

Establishes a Mississippi Civil Rights Trail Advisory Commission comprising representatives from state agencies, five historically black colleges and universities, civil rights organizations, and four legislative members to advise the Department of Archives and History on appropriate sites for inclusion in the trail.

Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds with maturity dates not exceeding 25 years to provide funding for the Mississippi Civil Rights Trail Fund.

Pledges the full faith and credit of the State of Mississippi to repay the bonds, with any funding shortfalls covered by the State Treasurer from general funds.

Bonds issued are exempt from state taxation and may be validated through the Chancery Court of Hinds County.
