Appropriates $24,006,222.00 from state general funds to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2012 (July 1, 2011 – June 30, 2012).

Appropriates $63,101,204.00 from federal, student fees, and other special source funds to the Board of Trustees for the same institutes and programs for fiscal year 2012.

Appropriates $150,000.00 to Mississippi Alcohol Safety Education Program and $1,491,301.00 to State Court Education Program from state treasury funds.

Allocates $175,000.00 in state funds for Sea Grants matching at the Gulf Coast Research Laboratory and requires same percentage budget reductions be applied to Sea Grant funds if the Governor orders overall budget cuts.

Establishes legislative intent that no state general funds shall replace withdrawn federal or special funds previously used for salaries, and prohibits use of appropriated funds for embryo research.
