Appropriates $26,878,808.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarships, loans, and grants for fiscal year 2011-2012.

Authorizes $2,176,886.00 from federal funds, grants, donations, and other special sources for financial aid programs and the Mississippi Office of Student Financial Aid for fiscal year 2011-2012.

Authorizes $2,023,443.00 from the Mississippi Critical Teacher Shortage Fund for the Critical Need Scholarship Program and Mississippi Teacher Loan Repayment Program for fiscal year 2011-2012.

Prohibits Out-of-State Educational Program funds from being paid to students entering medicine or dentistry programs outside Mississippi after July 1, 1982.

Requires annual reporting to the Legislature detailing the number of recipients, total award amounts, and average awards for each grant, scholarship, and loan program, including student loan repayment status.
