Appropriates $205,790,062.00 from the State General Fund for University of Mississippi Medical Center expenses for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $977,758,502.00 in expenditures from patient fees, student fees, and other special source funds for the Medical Center's operations during the same fiscal period.

Requires the Medical Center to maintain its School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, Teaching Hospital, and Medical Center Service Area.

Designates specific allocations including $5,000,000.00 for the Cancer Institute, $700,000.00 for a Comprehensive Tobacco Center, and $1,460,500.00 for the Rural Physicians' Scholarship Program.

Prohibits use of appropriated funds for medical services to state agencies or political subdivisions unless they reimburse the hospital, and prohibits use of funds for research that destroys human embryos.
