Appropriates $20,200,255.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $7,577,432.00 in special source funds for the Experiment Station, with $1,165,578.00 derived from the Education Enhancement Fund.

Prohibits use of general funds to replace withdrawn federal or other special funds previously used for salaries.

Sets performance targets for FY2012 including 53.10 scientist FTE and 527 research publications for globally competitive agricultural systems, with specific targets for five additional research mission areas.

Requires agency compliance with various legislative intent provisions including preferences for Mississippi Industries for the Blind in purchasing, cell phone usage tracking, and restrictions on hiring retired employees under contract for amounts exceeding $20,000 without board approval.
