Appropriates $26,394,669.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $15,281,258.00 in special source funds for the Extension Service, with $975,245.00 derived from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Home Economics, 4-H, and Community Resource Development in each county.

Establishes performance targets for FY2012 including 830,000 educational contacts in agriculture and natural resources at $29.49 per contact, 767,500 contacts in family and consumer education at $8.94 per contact, and 620,000 contacts in 4-H youth development at $14.98 per contact.

Prohibits use of general funds to replace withdrawn federal or special funds for salaries, requires cell phone usage records be made publicly available, and restricts hiring of retired state employees on contract to $20,000 annually without board approval.
