Appropriates $5,139,849.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operating and maintaining the Forest and Wildlife Research Center for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $1,069,113.00 in special source funds for the Forest and Wildlife Research Center's expenses during the same fiscal year.

Requires that $253,005.00 of special source funds be derived from the Education Enhancement Fund per Mississippi Code Sections 27-65-75 and 27-67-31.

Prohibits use of general funds to replace federal or special funds previously used for authorized salaries that are withdrawn or become unavailable.

Establishes various administrative requirements including preference for Mississippi Industries for the Blind in purchasing, public disclosure of employee cell phone usage, and restrictions on hiring former retired employees for contracts exceeding $20,000 annually without governing board approval.
