Appropriates $15,650,791 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2012

Authorizes expenditure of $14,118,720 from special source funds collected by or available to the College of Veterinary Medicine

Designates $552,920 from the Education Enhancement Fund for the college's operations

Establishes performance targets including 350 students enrolled, 35 FTE committed to teaching, 16,250 Animal Health Center cases managed, and 560,000 student clinical training hours

Prohibits general funds from replacing withdrawn federal or special funds used for salaries and requires reporting on performance target achievement
