Appropriates $66,362,442 from the State General Fund and $100,415,256 from the State Treasury to the Mississippi Department of Public Safety for fiscal year 2012 (July 1, 2011 - June 30, 2012)

Allocates the largest share to the Mississippi Highway Safety Patrol at $82,239,888 (996 permanent full-time positions), followed by Public Safety Planning at $32,958,251 and Office of Homeland Security at $14,723,187

Authorizes the Commissioner of Public Safety to transfer up to 25% of positions and General Funds between divisions, and up to $8,000,000 of special funds between department divisions during fiscal year 2012

Prohibits the use of appropriated funds for quota-based speed limit citations and restricts transfers of funds for public relations activities to other state agencies

Requires specific performance targets including 815,500 driver's licenses/ID cards issued, 24,000 forensic reports issued, 3,055 drug enforcement arrests, and 1,700 autopsies performed at the State Medical Examiner office
