Appropriates $6,257,337.00 from the State General Fund and $29,864,515.00 from special funds to the Veterans Affairs Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 78 permanent full-time positions, 362 time-limited full-time positions, and 42 time-limited part-time positions for the Veterans Affairs Board.

Provides $250,000.00 for care of indigent/low-income Mississippi veterans and non-veteran surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997."

Authorizes the Veterans Affairs Board to escalate and expend up to $8,000,000.00 in federal funds for construction and equipping of the Mississippi Veterans Memorial Cemetery.

Requires the Veterans Affairs Board to maintain accounting records in the same format and detail as fiscal year 2011 and retroactively reimburse service-connected veterans' State Veterans Home daily care charges dating back to March 21, 2007.
