Appropriates $6,810,872.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 59 permanent full-time positions for the department with no part-time or time-limited positions.

Requires the State Personnel Board to ensure that "Personal Services" costs for fiscal year 2013 do not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Mandates the department maintain accounting and personnel records in the same format and detail as fiscal year 2011 and requires cell phone usage records to be compiled and made publicly available.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires prior approval before hiring former state retirement-eligible employees under contracts exceeding $20,000 annually.
