Appropriates $36,676,594.00 from the State General Fund to the Mississippi Department of Revenue for fiscal year 2012 (July 1, 2011 - June 30, 2012), including operations of the Homestead Exemption Division, Motor Vehicle Comptroller functions, Alcoholic Beverage Control Division, and Bureau of Telecommunications.

Appropriates $14,779,221.00 from special funds available to the Department of Revenue and $1,596,484.00 from the License Tag Acquisition Fund for motor vehicle license tag purchases.

Authorizes 767 permanent full-time positions and 6 part-time positions for the Department of Revenue.

Appropriates $81,109,281.00 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses resulting from homestead property exemptions.

Requires $1,000,000.00 to be used for hiring additional tax auditors and $857,933.00 for employing tax auditors; prohibits purchase of motor vehicle license tags from sources outside Mississippi.
