Appropriates $551,873.00 from the State General Fund to the Board of Tax Appeals for fiscal year 2012 (July 1, 2011 to June 30, 2012).

Authorizes 6 permanent full-time positions for the Board of Tax Appeals.

Restricts Personal Services funding for Fiscal Year 2013 to not exceed Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.

Requires the agency to compile and publicly disclose cell phone usage records for all assigned wireless devices in accordance with state law.

Establishes requirements for state agency advertising campaigns including cost-effectiveness evaluation, preference for public service announcements, and utilization of Mississippi-owned media companies when feasible.
