Appropriates $5,807,295.00 in special funds to the Mississippi Workers' Compensation Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 65 permanent full-time positions for the Commission with restrictions on salary increases and position escalations without additional funding approval.

Permits the Commission to transfer up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau.

Directs the Commission to enter into a contract with the private industrial sector for a safety education and training program.

Establishes requirements for cell phone usage record compilation and public availability, Commission member salary equality, and procurement preferences for Mississippi Industries for the Blind.
