Appropriates $21,646,565.00 from the State General Fund and $1,114,808,821.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 262 permanent full-time positions, 4 permanent part-time positions, 86 time-limited full-time positions, and 1 time-limited part-time position for the authority.

Allocates $6,462,000.00 for tourism advertising and promotion and $1,567,000.00 for business growth marketing, with expenditures exempt from certain procurement requirements.

Provides $600,000.00 from the Mississippi Department of Transportation for welcome center operations, including $450,000.00 for general welcome centers and $150,000.00 for the Woodville Welcome Center.

Establishes performance targets for fiscal year 2012 across multiple areas including business recruitment, minority business development, energy efficiency, tourism inquiries, and grant awards.
