Appropriates $10,000,000 to the Mississippi Gaming Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012) from special funds in the State Treasury.

Authorizes 131 permanent full-time positions for the Commission with restrictions on increasing "Personal Services" expenditures in FY 2013 without legislative approval or new funding.

Transfers $100,000 to the Mississippi Council on Compulsive Gambling and authorizes up to $150,000 from illegal gaming seizure proceeds for agency use.

Requires the Commission to compile and make publicly available cell phone usage records for all assigned cellular devices and maintain accounting records in the same format as FY 2011.

Establishes procurement preferences for Mississippi Industries for the Blind and requires prior governing board approval for contracts with retired state employees exceeding $20,000 annually.
