Appropriates $245,714,345.00 from the State Treasury to the Office of State Aid Road Construction for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 55 permanent full-time positions and establishes performance targets including completing 95 construction projects, 75 new county construction programs, and replacing 50 deficient bridges.

Authorizes acceptance and expenditure of up to $40,000,000 in special funds for replacement of structurally deficient bridges on county roads and up to $20,000,000 in community development block grants for Hancock County road and bridge projects.

Requires notification to legislators at least 5 days prior to project awards and public ceremonies in their districts, with signage crediting the Mississippi State Legislature.

Authorizes use of unobligated State Aid Road funds for $1,000,000 in Quitman County highway and bridge projects and $1,500,000 in Coahoma County highway and bridge projects.
