Appropriates $764,397.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 7 permanent full-time positions for the board; prohibits personal services appropriations from exceeding fiscal year 2012 levels in fiscal year 2013 unless new programs or positions are added by the legislature.

Prohibits use of appropriated funds for surveillance equipment purchases.

Requires the board to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment.

Establishes standards for state agency public information campaigns including cost effectiveness evaluation, use of public service announcements, and preference for Mississippi-owned media companies; effective July 1, 2011.
