Appropriates $219,200.00 from the State Board of Massage Therapy Fund for the Mississippi State Board of Massage Therapy for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Requires the Board to maintain accounting and personnel records in the same format and level of detail as fiscal year 2011, and submit future budget requests in comparable format to the Joint Legislative Budget Committee.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple equal bids are received for commodities or equipment purchases.

Mandates the agency compile and publicly release cell phone usage records for all cellular devices assigned to officers or employees.

Establishes standards for state agency advertising and public information campaigns, including developing measurable goals, prioritizing cost-effective methods, and utilizing Mississippi-owned media companies when feasible.
