Appropriates $1,822,745.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 12 permanent full-time positions for the Board of Pharmacy.

Restricts fiscal year 2013 personal services appropriations to not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Permits the Board of Pharmacy to escalate its budget and expend up to $200,000.00 from any source in accordance with Department of Finance and Administration rules.

Establishes standard procurement procedures including preference for Mississippi Industries for the Blind when bids are equal and requirements for public availability of cellular phone usage records.
