Appropriates $144,280.00 in special funds to the Mississippi Professional Counselor Licensing Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2011, with comparable budget request formats for fiscal year 2013.

Establishes legislative intent that the Mississippi Industries for the Blind receive preference in competitive bidding when prices, quality, and service are equal, and similar preference for non-competitive purchases.

Directs the agency to compile and publicly disclose cell phone usage records for all cellular devices assigned to officers or employees in accordance with state law.

Effective July 1, 2011.
