Appropriates $210,940.00 to the Mississippi State Board of Veterinary Examiners for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes the Board to escalate its budget and expend up to $150,000.00 from any source in accordance with Department of Finance and Administration rules.

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2011, and submit fiscal year 2013 budget requests in comparable format.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.

Restricts hiring of former state retirees under contract to $20,000.00 annually without prior governing board approval and requires written reports to Senate and House Appropriations Committees.
