Appropriates $371,217.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2012 (July 1, 2011 – June 30, 2012).

Authorizes 2 permanent full-time positions for the board with the appropriated funds.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2011 and submit fiscal year 2013 budget requests in comparable detail.

Establishes restrictions on personnel actions, requiring that fiscal year 2013 "Personal Services" funds not exceed fiscal year 2012 levels unless new programs or positions are added by the legislature.

Includes standard appropriations provisions regarding bid preferences for Mississippi Industries for the Blind, cell phone usage reporting, retired employee contract limits, and public information campaign standards.
