Appropriates $343,762.00 from special funds in the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 3 permanent full-time positions for the Commission with restrictions on salary increases and personnel actions without approval from the State Personnel Board and Department of Finance and Administration.

Prohibits hiring former state retirees under contract for amounts exceeding $20,000 annually without prior approval from the agency's governing board and requires reporting to legislative appropriations committees.

Requires the agency to compile and publicly release cell phone usage records for any wireless communication devices assigned to officers or employees.

Establishes legislative intent for state agencies to develop advertising campaigns with measurable goals, seek cost-effective media placements, prioritize public service announcements, and utilize Mississippi-owned media companies when feasible.
