Appropriates $2,298,531.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 16 permanent full-time positions for the agency with a requirement that Fiscal Year 2013 personal services funds not exceed Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.

Permits the State Board of Contractors to accept and expend up to $600,000.00 from non-appropriated sources for private collection firms to locate and collect uncollected fines and administrative needs.

Requires the agency to compile and publicly release cell phone usage records for all cellular devices issued to officers and employees in accordance with state law.

Establishes standard procedures for state agencies conducting public information campaigns, including setting goals, evaluating effectiveness, seeking public service announcements, and utilizing Mississippi-owned media companies when feasible.
