Appropriates $8,834,637.00 from the State General Fund to the Mississippi Department of Agriculture and Commerce for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $6,580,648.00 in special source funds and $600,000.00 from the Fruit and Vegetable Revolving Fund for department operations, including divisions of Support, Plant Industry, and Farmers Central Market.

Authorizes 230 permanent full-time positions and 2 part-time positions, plus 19 time-limited full-time positions for the department.

Appropriates $700,000.00 for the Beaver Control Program, with $250,000.00 from Mississippi Department of Transportation and private fees, and $200,000.00 from the State Forestry Commission.

Establishes performance measure targets for fiscal year 2012 including pesticide registration (12,000), museum attendance (138,320), meat inspections (259,106), and agricultural theft case investigations (295).
