Appropriates $74,805.00 from the Special Fund in the State Treasury to the Mississippi Egg Marketing Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Requires the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.

Directs state agencies to develop campaign goals, evaluate advertising effectiveness, seek free public service announcements, and prioritize Mississippi-owned media companies when feasible.

Requires agencies to compile and make public cellular phone usage records for any wireless devices assigned to officers or employees.

Prohibits hiring former employees receiving state retirement benefits under contracts exceeding $20,000 annually without prior governing board approval and written reporting to legislative appropriations committees.
