Appropriates $4,832,428.00 in special funds to the Mississippi Fair Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 full-time permanent positions and 42 part-time permanent positions; restricts personal services funding in fiscal year 2013 to not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Permits the Mississippi Fair Commission to escalate its budget up to $1,500,000.00 from any source in accordance with Department of Finance and Administration rules and federal fund escalation procedures.

Grants the Mississippi Fair Commission authority to advertise, bid, and enter into multi-year contracts for sign placement on its property, with all proceeds dedicated to marketing and youth livestock show support and escalated per state fiscal procedures.

Requires contracts for operation, maintenance, services, commodities, and catering to comply with Mississippi Code Sections 31-7-11, 31-7-13, 31-7-55, and 31-7-57, and not exceed three years in duration.
