Appropriates $127,482.00 from the State General Fund to the Tennessee-Tombigbee Waterway Development Authority for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes $274,000.00 in special source funds for the Authority's expenses during the same fiscal year.

Authorizes 3 permanent full-time positions for the Authority.

Requires the Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2011, and to submit fiscal year 2013 budget requests in comparable format and detail.

Establishes standard requirements for state agencies regarding motor vehicle use, procurement preferences for Mississippi Industries for the Blind, public information campaigns, cell phone usage records, and contract hiring of former employees receiving state retirement benefits.
