Appropriates $11,500,000 from the State General Fund and $48,933,243 from the State Treasury to the Department of Finance and Administration for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 426 permanent full-time positions, 2 permanent part-time positions, and 6 time-limited full-time positions for the Department of Finance and Administration.

Appropriates $9,262,820 from the Tort Claims Fund for the Tort Claims Board with 8 authorized permanent full-time positions.

Authorizes the Department of Finance and Administration to receive additional funds from state agencies for Capitol Police Services and escalate budget by up to $400,000 to add up to 10 additional police positions.

Contains various provisions including authorization to escalate budgets up to $1,500,000 for department operations, $500,000 for the Mississippi Technology Alliance, and $75,000 for prior utility bills owed to the City of Jackson for the Mississippi Veterans Memorial Stadium.
