Appropriates $5,495,673.00 from the State General Fund and $7,067,842.00 from special funds to the State Department of Audit for fiscal year 2011-2012 to cover salaries and expenses for audits and investigations of public offices.

Authorizes 175 permanent full-time positions, 13 permanent part-time positions, and 14 time-limited full-time positions for the Department of Audit.

Establishes performance targets for FY2012 including completion of 47 audit engagements, 91,601 billable audit hours, and handling 8,000 technical inquiries.

Allocates $115,000 and 10 positions for a paid internship program for undergraduate and graduate accounting students, and $30,000 for employee CPA Review Course fees.

Authorizes the Department of Audit to escalate up to five positions and receive up to $500,000 in emergency funds for auditing Hurricane Katrina-related HUD grants.
