Appropriates $37,500,000 from special source funds to the Mississippi Department of Information Technology Services for fiscal year 2012 (July 1, 2011 - June 30, 2012), authorizing 152 permanent full-time positions.

Appropriates $50,000,000 to the Wireless Communication Commission with 5 time-limited positions authorized, allowing escalation up to 10 total positions for services under Mississippi Code Section 25-53-171.

Authorizes the Department of Information Technology Services to receive additional funds from state agencies and escalate up to $2,500,000 plus 20 additional positions to provide data processing and telecommunications services to governmental organizations.

Establishes requirements that service rates comply with federal OMB Circular A-87 cost allocation guidelines to recover allowable costs without over-recovery, and mandates detailed accounting and personnel records matching fiscal year 2011 standards.

Requires the agency to compile and publicly disclose cellular phone usage records for all assigned wireless devices, gives preference to Mississippi Industries for the Blind in purchasing when bids are equal, and restricts hiring of retired state employees on contracts exceeding $20,000 annually without governing board approval.
