Appropriates $5,390,127.00 from the State Treasury to the State Personnel Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 59 permanent full-time positions and 2 permanent part-time positions within the State Personnel Board.

Requires the State Personnel Board to maintain Fiscal Year 2013 personal services funding at or below Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.

Authorizes the State Personnel Board to escalate and expend up to $500,000 from any source funds for construction, repairs, renovations, and facility needs.

Requires the agency to compile and make publicly available cellular phone usage records for all wireless communication devices assigned to officers and employees.
