Establishes a Mississippi Civil Rights Museum Advisory Commission comprised of representatives from state universities, the Department of Archives and History, tourism authority, civil rights organizations, and gubernatorial/legislative appointees to advise on the Civil Rights Museum.

Authorizes issuance of $30,000,000 in general obligation bonds: $15,000,000 for the Mississippi Civil Rights Museum and $15,000,000 for the new Museum of Mississippi History in Jackson.

Requires proof that at least $15,000,000 in private, local, or federal funds have been irrevocably dedicated to the projects before any bonds can be issued.

Creates a special fund for bond proceeds to be used solely for museum construction, planning, artifact acquisition, design, furnishing, and equipping, with unexpended amounts applied to debt service.

Pledges the full faith and credit of Mississippi to repay bonds, with maturity up to 25 years and interest rates subject to state limits.
