Removes the July 1, 2011 repeal date on the Jackson Convention and Visitors Bureau and its associated tax provisions, making the bureau permanent.

Maintains the 1% tax on gross proceeds of sales from restaurants, hotels, and motels in Jackson to fund tourism and convention promotion activities.

Bureau consists of 9 members appointed by the mayor with city council confirmation, including representatives from hotels/motels, restaurants, business, arts, education, attractions, and at-large positions.

Tax revenue (minus 3% collection fee retained by Department of Revenue) is dedicated solely to tourism and convention promotion programs designated by the bureau.

Bureau must prepare annual budgets, maintain separate accounting records, submit to annual independent audits, and comply with Mississippi Public Records Act.
