Authorizes the City of Richland, Mississippi to acquire real property in the North Richland Industrial and Commercial Park through purchase or donation for economic development or municipal purposes.

Permits the city to redeem property from tax sales and pay outstanding taxes, assessments, interest, fees, and costs to perfect title.

Allows acquisition from private parties without formal appraisal or competitive bidding, with the city negotiating the lowest possible price.

Enables the city to sell, lease, or transfer the acquired property to private developers and other parties for economic development without appraisal, advertisement, or public bidding, provided fair value is paid and dispositions are authorized by city order or resolution.

Establishes this act as an alternate method for property acquisition and transfer that does not amend or suspend existing Mississippi state law.
