Authorizes the City of Greenwood, Mississippi to levy a tax of up to 1% on gross proceeds from hotel and motel room rentals, excluding telephone, laundry, and similar service charges

Tax revenue must be dedicated exclusively to promoting tourism and parks and recreation, and cannot be used as general fund revenue

Requires a public referendum at the next municipal general election, with at least 60% voter approval needed before the tax can be imposed

Mississippi Department of Revenue will collect the tax and retain 3% for administrative costs, remitting the remainder to the city by the 15th of each month

Act is set to automatically repeal on July 1, 2015, and requires preclearance under the Voting Rights Act before taking effect
