Authorizes the Board of Supervisors of Issaquena County, Mississippi to participate in a project to design and install turbine(s) on barges or devices in the Mississippi River to generate electricity for sale.

Permits Issaquena County or an authorized nonprofit corporation to finance the project through revenue bonds under Mississippi Code Section 77-5-307 or other legal financing arrangements using electricity sales proceeds.

Establishes a Mississippi nonprofit corporation with a board of directors appointed by the county supervisors, with one director from each supervisors district serving staggered five-year terms.

Exempts project-related contracts for commodities and repairs from competitive bid requirements under Mississippi Code Section 31-7-13, but excludes construction contracts from this exemption.

Authorizes employment of legal counsel to be compensated at the rate of a district attorney's legal assistant, with compensation paid from project financing or operational profits if the project becomes profitable.
