Requests protection for low and moderate income Americans from increased energy costs, investments in energy efficiency, and emissions offsets to account for the carbon-intensive U.S. economy.

Requires strong environmental protections for oil and gas exploration with state approval authority and acknowledges Mississippi's existing clean energy economy of 459 businesses generating 3,200 jobs as of 2009.

Directs Mississippi's Secretary of State to transmit copies to the President, Congress, and Mississippi's congressional delegation.
