Shifts statewide general elections from odd-numbered years to even-numbered years beginning in 2014, with subsequent elections held every four years thereafter.

Reduces the term of office for all elective officers taking office in 2012 to three years as a one-time adjustment to align the election cycle change.

Modifies regular legislative session length to 90 calendar days, or 125 calendar days for sessions following a general election, with provision for 30-day extensions by two-thirds vote.

Amends multiple constitutional sections (34, 35, 36, 116, 133-135, 140, 168, 171, 173-174) to remove outdated language and reflect the new election schedule.

Requires submission of the amendment to the U.S. Attorney General or federal court for Voting Rights Act compliance review.
