Designates the second week of October 2011 as "Mississippi Disability Health Week" in Mississippi.

Encourages school districts, colleges, cities, counties, and public and private institutions to observe the week with classroom instruction and activities celebrating disability history and the disability rights movement.

Recognizes the contributions of people with disabilities and the history of federal civil rights legislation including Section 504, the Americans with Disabilities Act of 1990, and the Fair Housing Amendments Act.

Aims to promote understanding between students with and without disabilities, reduce stigmatization, and increase awareness of disability issues and independent living skills.

Directs transmission of the resolution to the Governor, State Superintendent of Public Schools, Board of Trustees of State Institutions of Higher Learning, and other relevant state agencies and departments.
