Establishes Joint Rule No. 41 to create procedures for the Mississippi Legislature to consider constitutional initiatives filed pursuant to Section 273 of the Mississippi Constitution of 1890.

Allows initiatives certified by the Secretary of State with sufficient signatures to be adopted, amended, or rejected by majority vote in each house if filed at least 10 days before a regular legislative session.

Requires initiatives to be referred to appropriate committees within 3 days of receipt, which may report recommendations to adopt, reject, or adopt as amended (including alternative measures introduced by legislators).

Gives initiative consideration priority over other legislative measures, requiring final action before sine die adjournment; if no action is taken, the Secretary of State must place the initiative on the next statewide general election ballot.

Mandates the Legislative Budget Office prepare fiscal analyses for each initiative and alternative measure reported out of committee, with summaries appearing on the ballot for any adopted measures.
