Recognizes and commends Mississippi Senator Tommy Moffatt for his accomplishments as Chairman of The Energy Council, a legislative organization comprised of twelve member states and six international affiliates from major energy producing regions of the United States, Canada and Venezuela.

Acknowledges Moffatt's leadership at the 2010 Energy Council Annual Meeting held in Mississippi, which focused on the Deepwater Horizon accident, spill and response, and his role as Chairman of the Host Committee.

Commends Moffatt's keynote address at China Petroleum University-Beijing on October 27, 2010, where he discussed energy cooperation opportunities between China and North America, shale gas development, Canadian oil sands, and Deepwater Horizon impacts.

Notes Moffatt's shared leadership of the 2010 Global Energy and Environmental Issues Conference in Santa Fe, New Mexico in December 2010 and his service in the Mississippi Senate since 1996.
