Recognizes and commends Dr. Willis H. Lott for 43 years of educational service and 13 years as President of Mississippi Gulf Coast Community College, retiring June 30, 2011.

Honors Dr. Lott's leadership in overseeing $110.9 million in capital improvements and infrastructure projects while managing the college's recovery from Hurricane Katrina, including $21 million in facility damage and $4 million in student refunds.

Acknowledges Dr. Lott's expansion of online education from 53 courses in 2001 to nearly 300 courses serving over 2,300 students, and his establishment of leadership development programs for faculty and staff.

Recognizes his commitment to athletics, including founding the inaugural Mississippi Bowl, establishing an Athletic Hall of Fame, and achieving a National Championship football team and the 2010 Halbrook Award for graduation rates.

Celebrates Dr. Lott's numerous honors including the 2010 Northrop Grumman Educational Leadership Award, 2007 ACCT Regional Chief Executive Officer Award, and service on Mississippi Governor's Commission for Recovery, Rebuilding and Renewal following Hurricane Katrina.
