Commends Gabrielle Spicer, a 7th grade student at Ocean Springs Middle School, for receiving the 2011 Prudential Spirit of Community Award as one of Mississippi's top youth volunteers.

Recognizes that Spicer, a childhood lymphoma survivor, has served as Captain of a "Relay for Life" team that raised thousands of dollars for the American Cancer Society over three years through change drives, T-shirt sales, yard sales, and business solicitations.

Notes the Prudential Spirit of Community Award is in its 16th year and presented by Prudential Financial in partnership with the National Association of Secondary School Principals to honor youth volunteers demonstrating extraordinary community commitment.

States that 10 National Honorees selected from State Honorees will receive $5,000 each, a gold medallion, a crystal trophy, and $250,000 in children's products will be donated to needy children in their communities.

Extends the Legislature's commendation to Gabrielle Spicer and her family, recognizing her volunteer service, peer leadership, and community spirit.
